Ah, the trials and tribulations of seniors/juniors. ;-)
My husband is James, Jr., and as far as I know, my father-in-law has only used Sr. on wedding announcements, programs, etc. He's never used it in an "official" capacity. I don't think there's any one right way to do it.
One of the funnier things that has happened to my husband and me as a result of his junior status is that we've begun to receive mail from AARP and AARP-related companies. I've even received mail addressed to the wife of a retired spouse!
If I were you, I'd simply ask my sister why she omitted the Sr. reference. It might have been an oversight. And as mentioned, since you live in a small town, people likely know who's who.
