It is really a nickname for a slightly-built person. Tinaka (from Sanskrit Trna) is Hindi for a blade of grass or piece of straw and symbolizes anything worthless or insignificant. Putting a 'u' at the end of a word is a standard way of making Hindi nicknames, like Bablu (stout), Lambu (long), Chotu (small) etc. The 'a' in 'Tinaku' is short, so it's just left out to make it easier to say.
