No, it's a question, because no one is like God. It's a rhetorical question, a praise to God, saying that no one is like God.

Right. It's not a question like "Hey, does anybody know who else is like God?", but it's a praise given as a rhetorical question "Do you know anyone or anything else as awesome as God? Thought not!"
It's one of my favorite name meanings, because it is a phrase like that as opposed to the more generic (even when lovely) meanings most names have.
