I've always loved this name, it's my eldest brother's name, to me it sounds very playful and loyal guy, but sincere and protective, my brother is the only young Hal I know (my father is also a Hal). I think it should make a comeback. Very nice name. It means Ruler of the House.

This name makes me think about loudmouthed, balding, obese men who act like jerks. And didn't that man, Hal Turner or whatever, lead to the murder of a person? Not a very nice association.

Hal is an okay name. It just doesn't strike me as interesting though. To be exact it's downright boring in my book. I think that the simplicity is fitting for some people but it strikes me as just an average name.
