Hammurabi. As in Hammurabi's code. Ancient king who created a list of rules that he posted on a big stone in the middle of the land. The rules were cruel. They followed along the lines of "If you cut off your neighbor's foot, your foot shall be cut off." or "If you steal property from your neighbor, you shall owe him your property."
