Being the root of Ciara and Ciaran I'd say this is a great candidate to becoming a unisex name if it isn't on the path towards that already. It even stems from an adjective, which are not gendered in any Gaelic language, so making it a feminine name for a dark-haired baby wouldn't be grammatically wrong.
Some websites have the name Ciar listed as a name for females as well.
