Cornelia Groefsema Kennedy was a distinguished jurist whose most significant national role was as a runner-up: she was Pres. Ronald Reagan's second choice for the Supreme Court seat eventually filled by Justice Sandra Day O'Connor.Born in Detroit, Michigan in 1923, Kennedy attended the University of Michigan, earning a BA in 1945 and a JD in 1947 at the top of her class. She clerked for a US Court of Appeals judge, becoming one of the first women to clerk for the court. She worked in private practice in Detroit for the first 20 years of her career.Her first judicial role was on the Michigan Circuit Court for the Third Judicial District, where she served from 1966 to 1970. In 1970, she was nominated by Pres. Richard Nixon to a seat on the United States District Court for the Eastern District of Michigan. She served on the court until 1979, including two years, 1977 to 1979, as the court's chief judge. She was the first female chief judge of a federal district court. Pres. Jimmy Carter nominated her to the US Court of Appeals for the Sixth Circuit in 1979. Her nomination was met with fierce resistance, particularly from the NAACP Legal Defense Fund. The Fund charged that Kennedy ruled almost exclusively against plaintiffs in cases charging racism in policing and prisons. She was confirmed, though, and served from 1979 to 1999; she assumed senior status from 1999 until her death.Though she appeared in longer lists for Supreme Court vacancies by Nixon, Kennedy first made serious waves as a possible nominee in 1975, when Pres. Gerald Ford shortlisted her for the seat vacated by Justice William O. Douglas. Ford didn't choose Kennedy, but he remained deeply impressed with her. Six years later, he would reach out to Reagan about her potential as a Supreme Court nominee. Kennedy and O'Connor were the two finalists for Reagan's first Supreme Court vacancy. Kennedy was arguably more qualified for the role, though at 58 she was also nearly a decade older than O'Connor. O'Connor was ultimately chosen.Kennedy died in 2014 at age 90.
