A famous Russian with the name Ninel was prima ballerina Ninel Kurgapkina (1929-2009). She was born during the heyday of Soviet names.
Ninel Herrera Conde is a Mexican singer, actress and television host known for her performances in Rebelde, Fuego en la sangre, Mar de amor and Porque el amor manda. Her first record production was titled Ninel Conde, which contains the song "Callados", played a duet with singer José Manuel Figueroa. This material was nominated for a Latin Grammy in 2004 for "Mejor álbum grupero."
Ninel Karpovich (born 3 March 1985) - a member of the Belarussian pop group "3+2". She has a twin sister called Alena, who is also in this band.
It wasn't even Vladimir Lenin, it was Vladimir Ilitch Ulyanov. Lenin means "from Lena" and Lenin took that name after a time in a prison camp at the Lena river in eastern Russia.
Josef Stalin was named Josef Vissarionovich Ljugashvili (may have spelled it wrong) and he was from the republic of Georgia. Stalin means "of steel". He was a much bigger tyrant than Lenin.
Although I wouldn't use it, I think Ninel sounds cute.
