In the movie Mean Girls, I think they meant this name to be ironic or coincidental, as Regina is considered the "Queen Bee" of the plastics and the name means queen.

Regina Redlich is the young girl in the Academy Award-winning 2001 German film 'Nowhere in Africa,' which was based on Stefanie's Zweig's memoirs of her family escaping to Kenya in the late Thirties. This is the name of a rock band from Sarajevo. Not exactly a famous person, but a group of people. With 'Bistra Voda' they managed to score 9th place with 106 points in the Eurovision Song Contest 2009.
Regina Engstrand is the maid (and it emerges lovechild of Captain Alving) in Norwegian playwright Henrik Ibsen's 'Ghosts' (1881). When I saw this performed was the first time I'd heard it pronounced with a hard g, and I absolutely loved that pronunciation. I'm not as keen on the soft g pronunciation, but I do love Regina Spektor, so she helps my impression of it!
