Ren has been used as a short form of Reginald in Southern England.

Must be a more recent trend if it's way up there for boys because I never met any just plain "Ren"s in Japan of either gender. Though there was a Karen, which is pretty rare in Japanese.

In 2002 Ren ranked number 4 for BOYS in Japan. It is not uncommon there.
