The name is both for boys and girls, but is used more for girls.
The Hebrew word "song" is a male word, so I think it's appropriate for both genders.
About the feminine/masculine debate:
This name used to be considered purely feminine, but recently has been given to some boys as well. I've met a few male Shirs in the last couple of years.
It's still widely regarded as a feminine name though, so those few male Shirs do raise some eyebrows. ;)
