My friend is named Tomer. He is Israeli and living in the U.S. I think the meaning of the name suits him because he has a peaceful, calming presence, like a palm tree swaying gently in the breeze which gives one shade. His name is pronounced TO-mər or TOM-ər, like Topher, or maybe that's just the American English pronunciation.
