I like both Nora and Noor. Norah is fine too. I’d never seen Noora before and I quite like it.
Not on your list but I also like Eleanora, Elanora, Leonora and Annora.

Also like Elenore and Eleonore.
Noor is the Persian form. Noora is a twist on that. Annora or Anora is an old English form of Lenora, though it gives of Arabic Persian vibes to me.
