The usage of this name should be changed to "Irish (Rare)". I'm looking up on this name and I have not found any actual Irish bearers of this name. [noted -ed]
I've never met anyone with this name, but it should be rather like Iúil, the Irish word for July, plus a schwa. OOL-ya. I before Ú isn't pronounced, but is there partly for etymological reasons and partly because if it's eclipsed, the eclipsing consonant is slender. No Y sound at all.
