I prefer Zoe to Chloe just because I prefer the way Zoe sounds. Chloe is still more common. Out of the spellings you've listed, Zoe and Chloe are the most popular.
I'm not sure if Phoebe and Xanthe will ever become as popular as Zoe and Chloe, but I'm guessing not.
