Yes, it is. The -an is a Welsh diminutive ending, and Meg is from Margaret in the usual way, with a short e. It looks as if it should have a long -ee sound in the first syllable, because there is a single consonant following it. The more usual way of spelling it to achieve the short -e sound would be to double the g: Meggan. But that isn't the way Welsh works, it seems!

I don't know, but the way I do it, is just how my ears has always heard it. Maybe I'm also wrong in my assessment. Hm...Plus, I kinda find it strange, though, that the last 'a' in the name is replaced by an 'e' sound in the pronunciation. So, that may be how I came to pronounce it as I do, since my ears/brain found it weird to compute.
