I love the name Cynthia for a girl, and I agree that it sounds soft. I also like the sound of Lacey; I think that Cynthia Lacey is a fine name. As for a sister, Lacey could also work, in my opinion.

I can see the laciness of Cynthia! It's very 'fine', like lace or feathers or the leaves of something like fennel or dill.
Where I live it's definitely a boomer name, but I think a younger Cynthia would be surprising but not 'bad'.
