I pronounce Chloe as KLO-eh (as for Cloe, the Italian form).
It is lively, fresh and youthful. It has a liquid sound, a smart vibe (both elegant and intelligent meaning) and means "green shoots".
I still prefer Cloe but Chloe is great.
