if you are looking for a more fun and cheery name then i think phoebe is good
if you are looking for a more sophisticated and rich name chloe is a great option

Penelope I was never a huge fan of Chloe and here it is very dated now. I don’t mind Phoebe.

For now Penelope. It sounds really cute. I also like Phoebe and Chloe for their cuteness, but I prefer Penelope because it's longer.

I'd pick Penelope for myself. Chloe is too peppy, and Phoebe is too soft. Penelope is the dorkiest, which I guess is why I'd identify with it.If I was naming a baby it'd probably just depend on what the baby seemed like because I don't have much of a preference among them, as names for other people.

Phoebe - bright, moon, lightI like them both. I would rather use Phoebe at the moment, but I really like Chloe too. Chloe was very popular, so more likely to sound a bit 90s soon, but I still love it.I don't care for Penelope. I dislike Penny. I would go for Persephone instead.

I’m not quite sure which I prefer more between Chloe and Phoebe. I guess if I had to name a daughter I would use Chloe.

(I think Friends ruined the name Phoebe for me by making it seem too common? It's really not but it sounds that way to me)

I cannot warm up to feeble Phoebe. Chloe and Penelope are equally nice; Chloe is shorter and neater, but Penelope has more nn potential. I'd use either of them; not both, though, that would be too Ancient Greek.

Phoebe and Chloe are nearly tied for me. Penelope has the most teasing potential, so I would rank it last of the three.Both Phoebe and Chloe sound youthful. I like Phoebe's "bright" meaning and moon association. Chloe is associated with Demeter and growing things. I think I like Chloe a hair more due to the spelling making more sense to an English speaker.

That's a tough question for me because I like them all.But, I guess Chloe is my most favorite, followed by Penelope, and, then Phoebe.
