At the time she was named, she wouldn't have Rapunzel hair.
My advice is not to overthink this. Just give her a name you like without trying to relate it to her hair. Rapunzel's name had nothing to do with hair; it was some kind of lettuce that her parents took from the witch's garden and that's why Rapunzel got locked up in the tower.
