The only thing I can think of is that Webbey could be a form of Wiebe, which is already in the database and is listed as being used in Frisian. Alternately, could be a pet form of Webb (see: http://snipurl.com/dox1), either diminutised for the purposes of a given name or already diminutised in a pre-existing family surname.

It's not much, I know.
