Don't know, but probably Mash < Marsh 'a marsh' + burn 'a stream'.
Possibly the name is just Washburn 'from Washb(o)urn(e)' (places with this name in Devon, Gloucester and Yorkshire), with the first letter misrecorded at some point in the past.
