When most people find out that my LAST name is Felipa, they look at me crazy. Not just because of my black skin, but because most people who have even heard of the name only know it as a First name. Does anyone know of any Last Named Felipa's?

Go here and type in Felipa as a surname, there are quite a few. It's almost certainly derived in some form from the first name although it may possibly have another etymology.
