It *should* be pronounced with a 'kh' sound like in Scottish 'loch' or German 'Nacht'. But it's become trendy in places like Australia and the US where that sound doesn't come naturally to people. Rather sadly in my biased Scottish opinion, it has become Lock-lan in these places.

I pronounce it Lokh-lan; Lakh-lan is also used, more commonly in the surname Maclachlan.
