Maybe it's a form of Keziah. Not Celtic, but the comments on the entry for Keziah (usually keh-ZY-ah or keh-SIGH-ah) say that someone had seen it spelled Kisiah and other ways.

Do you know if there is any other message board I can goto to try and a family that had this name. That maybe could provide additional info? I went to ancestry.com and they had a couple Kiciah's, but the last message from those threads were from 2000-2004 I think.
