A little Googling seems to show that Jussel is a German surname. Many people with this surname seem to have ancestry from the Walgau region of western Austria. I can't find any particular connection of this name with Mexico. Why do you think it's a "Mexican" name? There don't seem to be many restrictions in Mexico on what parents can name their children, so it's perfectly possible that a Mexican man could end up with a German surname as his given name.
