Yes, it is Mohandas Karamchand Gandhi's wife's name.
I guess the -bA is the same as the feminine honorific bA/bAi used in western India which is itself of Turkish origin (baji meaning elder sister).
The kastUra might be the Sanskrit word which is used for musk from musk deer (in addition to for the scent of a few flowers, or the flowers themselves). It may be cognate with κάστωρ.
