I know it's Dutch, but I don't know the pr. Also, is it a form of Lucia?

it's a form of Louise. (but pron. almost as I would pron. Lucia)

Lucia has nothing to do with Louise. Besides, the spanish pronunciation of Lucía is [loo - SEE - ah], not [LOOS-yuh].
