The name you're most likely thinking of is "Felicia ", which means "happy, lucky, fortunate".

"Licia" is just an ending of the feminine form of the Latin name "Felix ", from whence springs "Felicia ".

As for first names meaning "victory" -- perhaps the most obvious are "Victor ", "Victoria ", "Nicholas ", "Nicole ", "Nike", and (in Esperanto) "Venka".

You could try going to the main page of this website, and doing a "search in meanings" for the word "victory".
