Trying to be consistent with other entries on the site, the character of Vesper is not notable enough to warrant the popular culture usage. The feminine gender had been assigned to the popular culture usage.

Maybe I'm wrong, but I think the James Bond character is whom 99% of all people think of when they hear the name Vesper. I didn't even know it could also be masculine and the female character is extremely well-known.

It's important to recognize that it was used on only 8 girls in the UK in 2021, ranking it #2942. In the US in 2022 there were 64 girls given the name, ranking it #2667. It's still very rare in the English-speaking world. However, it is seemingly on the rise, so perhaps it could be labelled English in the future...

Yes, Dutch feminine usage could be added to the name (for next update).
