I could find the top 10 of most common names given to newborns in Albania in 2014. It is at the bottom of this page:

In addition, the 2018 chart could also be found. I know that's a big gap, especially when it's only a top 10; however, I couldn't be able to find other years.

If you go to the "Popullariteti" tab and search for a name (eg ALBERT in all capitals) then it is clear there is a comprehensive set of data underlying this app (far more than just a top 10 for 2014). I have messaged the creator to see if he will provide his source...
