What does this name mean?

What does Bethan mean? It's very popular in Wales, but I can never find anything about it!

It's a pet from of Elizabeth. I guess -an is a popular nickname ending in Wales (like Megan is a pet form of Margaret). Elizabeth is from the Hebrew meaning "God is my oath."
