Perhaps it comes from the German surname Otte? Sorry, I don't have any meaning for Otte.

Could it be perhaps somehow related to Ute?

In Swdish Ute means "Out" just so yah know.

Well, my surname is from northern England/Scottland. I have the complexion of a northern European. But, I have no idea what Ote could be short for or its origin.
