Meaning of the name "Rael"

I am having a little boy next year and my partner's second name is Rael, he wants to name the child Rael. I can not find a meaning for the name at all. It is apparently of Cornish origin. The only information I have is that it is the name of a UFO cult leader in Australia. Does anyone know the meaning of the name?

Well, the -el part means "God" in Hebrew. (Watch out for the Raël sect, they are mad)
