A page suggests that it should be latin and mean
"lady of Rome", but that sounds very odd to me, since Rome in latin is called: Roma and lady/woman is: mulier, which would at best make it into the name: Romalier. And girl in latin is: Puella, so that is probably not involved either.

My best guess is that Romilly is a name constructed from the name Emily .
