Typically I wait for names to be added under a usage before creating a new category for one. You can type freely into the usage field, so just enter "Talysh", "Tati", etc. I'll keep a look out for unrecognized usages and add if necessary.

I added a name with usage Talysh, and there were several other users who added the usage Talysh.
