I found this reference to Neire as a word, not as a name:
Edelwold tells the king that she is
‘mesfaite e laide e neire’ (‘deformed and ugly and black’)
I think that was from some Irish text also, though not the one you mentioned.
So I would take it to mean black.
I found some other reference to it meaning black in some french dialect also.
I wish I could be more help.
