It's actually a better name than the latter form for obvious reasons.
Parents who are aware and proud of their cultural history; people who are educated and people who want their son to have a person to whom to aspire. There are many cultures that name their sons or daughters after royalty and historical nobility. More often it's intentional for the child to carry a name of upper class distinction.
Who would name their kid this? I mean, honestly...
