Yes, you can use it for girls, but it's about as masculine as George or James.
This is only used for girls by Americans (and usually as Finley) but it is masculine in Europe, where it comes from.
Using an old Irish masculine name for girls is a bit odd. It is not a surname-name like Ashley or something which works better for both genders but a traditional male given name.
