Iosif is the proper transcription of Stalin's russified first name.
He was born Ioseb Dzhughashvili (იოსებ ჯუღაშვილი/Иосеб Джугашвили), he changed his last name and russified his first name, in the USSR his name was spelled Иосиф Сталин (Iosif Stalin). In the English speaking world, they use the English variant of his first name.

This was the original name of Joseph Stalin, dictator of the Soviet Union.
