I've also seen it spelled Kyoko meaning "mirror." I could be wrong, though. A pretty name for a baby girl.
If you separate the "kiyo" into separate kanji, you can make some other choices as well:

-childUsing "joy" and "world" together with "child" would be a fun name to give a baby born near Christmas ("Joy to the World The Lord (Christ child) is come..."). Some Japanese celebrate Christmas and a few even know what it's about.Another variation on the name is Kiyomi.
It is also said to mean "pure." Kiyoko is a rather popular name, used in such movies as "Tokyo Godfathers" and "Akira."
