I'm Afghan and I can confirm that this name is also Persian. Roshni is the Dari (Afghan Persian) word for "light", although it is spelled and pronounced more so as "Roshani".

I know three Indian girls who are named this. I beleive they are all Punjabi. They pronounce it ROHSH-nee.
