In France, Yaël is used for both girls and boys, although the boys' name and the girls' name come from separate sources. As a girls' name, it's fairly common in the Jewish community - both female Yaëls I know are Jewish. As a boys' name, it's probably a modern name created to sound similar to other -aël names popular among boys.
