According to https://ja.wiktionary.org/wiki/%E5%84%AA, it shows that Chinese use the kanji 優 meaning "gentleness, lithe, superior" and in Japan I never heard of it meaning that, I only have heard of it meaning "excellence". Anyways I would say the kanji 優人 is rare, because I only have met a young boy with the name and according to Wikipedia.jp, no one bears the name which means it is possibly rare or modern.
