The name literally means chrysanthemum. It was a name more popularly used before the Second World War. Okiku was the name of a character from the "Zatoichi" TV series in the episode "An unforgettable Flower". It is also the name of the woman from one of the most popular Japanese Folklore stories "Okiku and the Nine Plates".
