I am trying to find the origin and meaning of the name "Nodira" which I believe is often used as a female name in Uzbekistan. Can anyone help me?

It is indeed an Uzbek name, but it's also common in Tajikistan. Like others have said, the name does mean "rare"; it's the Uzbek form of the Arabic name Nadira, itself from نَادِر (nādir) meaning "rare, extraordinary" (see Nadir).

We find such websites almost always recycle internet myths, rather than do proper research. Women's magazine writers do no better. When challenged, Woman's Day simply referred to a baby names website without verifying whether the information was correct (it largely wasn't).
