I like both, but I prefer Willow mainly because I think it ages better. It seems more mature to me than Meadow does. Willow is slightly playful sounding, yet the willow tree association gives it depth. I think of reflectiveness, solitude, etc. when I think of willow trees.
On another note, I like how Meadow is less popular than Willow. Willow still wins, though.
I would avoid using them for sisters. They are too close for first names, but you could use one as a first name and the other as a middle name. That would work.
