I don't like it because of strong associations with the LAV sound (lavish, lavatory) and a generally prissy impression.
It's not weird because it's an herb, it's only weird because it's unusual as a name.
I wouldn't like it as a first name. It's alright as a middle name.
Sylvia Lavender sounds nice.
Eva Lavender sort of runs together, sounds very palindromic.
Ileana L. is heavily wrought, but if that's your style it's not bad.
