Theoretically I don't see why it couldn't be used on a boy as easily as on a girl, since it's a place name. Realistically, people will usually assume that someone named Cheyenne is a girl.
Personally I generally find place names to be tacky, for whatever reason. Maybe it's because parents seem to be naming their child after their fantasy of what that place is like.
