Usage seems very rare, but I don't think they're all related. I'd think it's just a NN for Algernon and/or Alger, like Algie.

There's a 1912 silent film called Algie, the Miner; I wonder if that's related to either the slight jump in popularity that year or it falling off the chart afterward.
Some similar NNs would have been Alvie, Albie, Alfie, Alphie (and alt spellings Alvee, Albee, Alfee, Alphee do all exist). Alvie charted in the US from the late 1800s up through 1949.
